Voting with the RI House Leadership, 1999-2000 (posted July 15, 2000)
In order to determine the extent to which on major contested votes in the House over the past two year, legislators voted for or against the leadership, we compiled House votes in 1999 and 2000. For the session which just ended, the individuals most likely to vote with the House leadership were: Farrell (100%), Caprio (98%), Martineau (97%), Winfield (95%), Menard (95%), Barr (94%), Dennigan (92%), Giannini (92%), Garvey (92%), Pires (92%), Schadone (91%), Sherlock (91%), Kennedy (91%), McCauley (91%), Crowley (90%), McNamara (90%), and Lally (90%).
Those least likely to vote with the leadership were: Gorham (38%), Scott (38%), Pisaturo (40%), DeSimone (41%), C. Levesque (41%), G. Levesque (42%), Wasylyk (44%), Watson (43%), Smith (46%), Kelley (47%), and Mumford (47%).
In 2000, the average House legislator voted with the leadership 74% of the time on major contested votes, the same as in 1999. This is in contrast to the Senate where in 2000, the average Senator voted with the leadership 67%, which was down from 73% in 1999.
The methodology employed in this study was to take major contested votes in the House over the past two years, identify the position of Harwood and his top supporters, and tabulate whether other members voted for or against the leadership.
